General Statement of Position: 

Perform complex technical, administrative, and civil engineering work involved with the design of a variety of public improvement projects and facilities. Assists the Township Engineer and the Assistant Township Engineer in the planning, organizing, directing, coordinating, designing, preparing, completing, and maintaining of various civil engineering projects including roads, non-vehicular facilities, recreation amenities, bridges, wastewater, and storm drainage systems. Assists in the preparation of engineering plans, designs, and specifications with in-house or consultant staff. Reviews public and private land use permit applications for residential and commercial development.

 

Job Duties / Responsibilities:

  • Prepares projects and concept or design plans, cost estimates, specifications, and bid contract documents for approved municipal projects including but not limited to roads, pedestrian, bicycle, recreation facilities, parking lots, storm sewer, and sanitary sewer infrastructure
  • Assists in the preparation of grant applications and coordinates with grant sponsor during contract period
  • Manage projects from pre-bid phase through construction and closeout
  • Inspection and monitoring of construction and project sites for compliance, prepares field reports, reviews invoices, negotiates change orders, certifies payments, conducts field meetings, and performs other construction management duties
  • Authorized representative for Street opening applications, Soil Disturbance applications, Soil Hauling Applications, Driveway Opening applications all under the supervision of the Township Engineer
  • Assists in review of permit applications from land use boards, site plans, subdivision plans, storm water calculations, and grading plans for compliance with Township Code, state regulations, standards, and engineering practices
  • Prepare development bond estimates, determine inspection fees, monitor status of bonds, review bond reductions / releases, and perform administrative duties related to land development projects
  • Assists in NJDEP MS4 storm water management and reporting
  • Reviews sewer fee appeals and water meter report management
  • Provide customer service to residents and the general public
  • Maintain sidewalk complaint list and respond to sidewalk complaints
  • Mark force mains for the one-call system
  • Reviews problems in field and advises on appropriate corrective measures
  • Performs other duties as assigned

 

Required Experience, Technical Skills, and Knowledge:

  • 5 years of related Civil Engineering work experience, or equivalent
  • Thorough knowledge of the principals, practices, modern methods, problems, and techniques of civil engineering related to preparing plans, specifications, designs for and inspection of public improvement construction projects
  • Fundamental knowledge of land and engineering survey systems
  • Comprehension of hydraulic analysis and design pertaining to storm and sanitary sewers
  • Knowledge of Municipal Land Use Law, Public Contracts Law, NJDEP regulations, AASHTO, and MUTCD
  • Ability to quickly learn, support, and implement Township Code, policies, and procedures
  • Proficiency in AutoCAD Civil 3D design and drafting plans
  • Computer skills, specifically proficient use of Microsoft Windows, Office, and ability to learn new software
  • Organizational skills related to office records, field documents, and correspondence
  • Ability to prepare clear, technically sound, and informative reports, statements, findings, and recommendations
  • Ability to establish and maintain effective working relationships with officials, employees, consultants, and the public
  • Excellent verbal, written, and customer service skills including the ability to resolve difficult situations and avoid adverse outcomes

 

Desired Experience, Technical Skills, and Knowledge:

  • Municipal engineering experience
  • Knowledge of the purpose and methods of performing field surveys and preparing survey or as-built drawings
  • Fundamental knowledge of ESRI GIS systems
  • Progressively responsible experience in civil engineering in the design, maintenance and construction of projects
