Under supervision of the Health Officer, supports the planning functions by assisting the Health Department with outreach to populations disproportionately affected by COVID-19 and other infectious diseases, POD planning, logistics, testing, contact tracing, and resolving laboratory reporting issues within the jurisdiction, and other activities related to COVID-19 and other infectious diseases. This position is grant awarded and is supported through a grant awarded by the New Jersey Department of Health (DOH) until 6/30/24.  This position pays $25.00 per hour and is for 20 hours per week within a Monday - Friday work week - 8:00 am - 4:30 pm

Job Duties / Responsibilities: 

  • Oversee development/update of a plan for outreach, prevention, partnerships with community stakeholders, testing, contact tracing, containment, quarantine, and support services for populations disproportionately affected by COVID-19 and other infectious diseases.
  • Ability to comprehend, follow, and provide recommendations on NJ State Dept. of Health and Centers for Disease Control and Prevention guidance.
  • Provide monthly grant and activity reports and updates; assume responsibility as assigned, work collaboratively with Health Officer, Health Dept. staff and all municipal staff and partners
  • Develop & Implement reporting procedures in keeping with grant/contract guidelines.
  • Manage all electronic reporting portals, web-based reporting systems, and information management systems.
  • Collaborate with the Public Health Nurse to create and refine data tracking systems for current and future disease outbreaks.
  • Participate in monthly NJDOH technical assistance webinars to receive training on assisting populations identified as disproportionately affected by COVID-19 and other infectious diseases, share progress, best practices, and find pathways to align initiatives
  • Interview patients, providers, healthcare systems to obtain epidemiological information and determine contacts; may include conducting home visits and refer patients to medical provider for diagnosis, treatment, and care
  • Provide disease prevention and related information and education to clients, medical providers, community, and staff
  • Prepare reports for the Health Department, New Jersey Department of Health and other agencies
  • Perform community outreach activities targeting high risk communities, locations, and events
  • Review records in order to identify gaps and provide guidance to Communicable Disease Investigative staff for improving case investigation techniques and strategies
  • Responsible for producing multiple data sets to track diseases
  • Collaborate with health department stakeholders to develop/update public health emergency preparedness plans
  • Other duties as assigned

Required Key Technical Skills & Knowledge:

  • Ability to read, interpret and synthesize population health data
  • Ability to provide oral presentations to groups representing community/public health professionals
  • Ability to meet grant deadlines under moderate stressful situations
  • Must have advanced skills in Excel
  • Background in Epidemiology and outbreak management preferred
  • Excellent written and verbal communication skills are required.
  • Must be proficient in computer software applications
  • Must be able to maintain good working relationships with outside agencies as well as co-workers
  • Ability to present and relay information to different audiences including Board of Health and community and professional groups.
  • Must be familiar with the Essential Services of Public Health
  • Prepares written and data reports and visual presentations of findings
  • Certification / License Required: 
  • Undergraduate credits and/or currently enrolled in an accredited public health or related undergraduate degree program
  • Certification / License Desired: 
  • Bachelor’s Degree in public health or related field
